[Mod] Remote Administration via IRC [W.i.P] [irc_admin]

This is a mod for Minetest that allows some basic administration tasks to be performed on a game server via IRC.
Currently supports these functions:

- Grant and revoke privileges.
- Give items to players.
- Ban and unban users, and list all banned users.
